Virgin Media O2 is investing £3 million to help councils and community organisations scale local networks to recover, refurbish and redistribute unwanted devices.

The Tech Rehome Network Fund will support projects that help improve digital inclusion and reduce electronic waste within cities.

The first £500,000 funding round opens today (8 September), with further rounds to follow.

Councils, charities and community organisations can apply with initiatives to create local networks that recover, refurbish and redistribute unwanted devices to people who need them – while addressing growing e-waste levels in the UK.

Virgin Media O2 is inviting applications in particular in cities where promising device reuse schemes exist, but where funding is needed to develop long-term sustainability. 

Commenting on the Fund, Dana Haidan, Chief Sustainability Officer at Virgin Media O2, said: “Through the Tech Rehome Network Fund, we’re investing in trusted local organisations to build the networks cities need to keep devices in use for longer.”

“By making it easier for households and businesses across cities to pass on unwanted technology, we can give devices a second life while helping more people get online.”

A new study, commissioned by Virgin Media O2, found that around 460 million unused digital devices are sitting in UK homes and businesses, while 1.5 million people across the UK do not have access to a smartphone, tablet or laptop.

The research estimates that, of the unused devices, almost six in ten – equivalent to around 267 million phones, tablets and laptops – are still suitable for reuse or repair.  

Minister for Digital Inclusion, Vicky Foxcroft commented: “The costs of purchasing a phone, tablet or computer can be a major barrier to people getting themselves online – the reality is that there are countless unused devices sitting in homes around the country.”

“Closing the digital divide requires government, businesses, civil society and communities working together, and I’m pleased to see Virgin Media O2 pioneering practical solutions that will make a real difference to people’s lives.”

Duncan Midwood, CEO of DDRS Alliance, breaks down what the Welsh Government’s appointment of Exchange for Change to manage its Deposit Return Scheme (DRS) and the other UK nations’ schemes.

Now united? At last, the UK DRS will be managed by one organisation. On 24 August, the Welsh Government announced that Exchange for Change (EfC), the Deposit Management Organisation (DMO) formed to manage the DRS for England, Northern Ireland and Scotland, had been appointed to manage the Welsh DRS.

This brings all four UK nations under one DRS operator and was essential to get the UK DRS over the line – albeit very late in the day.

Having separate DMOs across the four nations was inconceivable. In many ways the selection of EfC for the Wales DRS was inevitable, though that perceived inevitability almost cost the DRS.

The appointment follows the rejection of EfC’s initial bid by the Welsh Government, reportedly on the basis that they did not adequately address the Welsh Government’s ambitions on glass recycling and reuse.

Many have expressed their view that EfC believed it was the only option open to the Welsh Government and that their initial proposal was dripping with complacency. Who knows? At any rate, the recent appointment of EfC for Wales is excellent news for those supporting a UK-wide DRS.

Now that EfC has their hands on the reins, it is full speed ahead to try to launch the world’s biggest DRS by October 1 2027. Even if this timing slips (to Q1 2028), it will still be a hugely challenging undertaking.

So, we have a common DRS across the UK now? Well, not quite! The Welsh legislation includes glass in its own DRS, while glass was excluded from the schemes’ scope in England, N. Ireland and Scotland.

However, as a compromise to secure agreement with the UK Government (to agree not to use the Internal Markets Act to prevent Wales doing something different in their DRS to the rest of the UK, as they did to Scotland), glass bottles included within the scheme will not require labelling nor carry a deposit for the first four years of being ‘live’ i.e. not until October 2031 at the earliest.

Many have asked: “So this means then that glass is not really in the DRS for 4 years after launch of the DRS?”

In many ways that is true. But the legislation does require retailers to ‘take back’ in-scope glass containers (bottles). As the retailers do not need to process deposit returns, most retailers are simply planning to offer bins or crates for consumers to bring back any bottles if they so wish.

However, it is believed that EfC had to commit to a certain return infrastructure in order to have their application for the Welsh DMO approved.

In reality, of course, without a deposit or reward for changing behaviour, the vast majority of consumers will not change what they do day to day.

Products in glass consumed at home will continue to be returned via their kerbside bins, and those littered or dropped in waste bins will continue to be. Hospitality will also be able to largely ignore the glass DRS for the 4-year interim period.

Much of the DRS discussion in industry continues to be centred around glass – even though materially nothing will happen until at least 2031. This is a real headache for EfC, whose mission is clearly to deliver a well-functioning DRS including cans and PET bottles for October 2027 – now a little over a year away!

The glass bottle industry and those players who depend on its use (most notably the global brewers and selected soft drinks brands) are constantly putting the Welsh Government under pressure to drop their glass plans.

In my view, they shouldn’t do that. What they should be doing is using this four-year ‘quiet period’ to find the optimum solution for glass: single-use through a DRS, and reuse.

Further, I believe, respectfully, that the glass bottle industry should focus on optimising the new process, such as Extended Producer Responsibility (EPR), and should turn to DRS somewhere around 2029.

A huge concern for the glass industry is cost. In the run-up to the UK DRS in October 2027 (or maybe up to 6 months later), cans and PET bottles are not within the scope of the UK EPR system, which was launched in 2025.

Glass, however, as it’s not in scope of the forthcoming ‘UK DRS’, has already started to incur EPR fees. Many see this as glass being unfairly disadvantaged compared to its main soft drinks and alcoholic drinks packaging rivals: cans and PET.

Add to this the fact that the EPR system has set charges based on the weight of packaging – not units. This further penalises glass as a format due to its much higher weight compared to cans and plastic (and cartons).

As EPR is a UK system, and DRS is devolved, there seems little appetite to support the Welsh glass industry, which, as it stands, is facing the costs of a DRS on top of EPR fees. In my view, this must be addressed, and quickly.

So, despite glass not being effectively active in the DRS until 2031 or later, the Welsh Government and EfC must address the current concerns around the direction for glass in a DRS and for reuse.

Many organisations are genuinely concerned about the future of their businesses and, more widely, their business sector. Brushing them aside or ignoring them will serve only to intensify those concerns. An open statement outlining plans to test and develop the optimum solution for glass over the next four years would at least clarify the direction.

DDRS Alliance is currently developing a plan to implement a kerbside-focused solution for consumers to return their glass bottles for a reward, and on which reuse trials and pilots can sit.

The plan is for this to run alongside current DRS plans and not to interfere with them. The aim is to provide EfC with two viable DRS models come 2029 or thereabouts, and to generate valuable insights and data to inform the development of an optimum reuse model for glass.

As if it needed any more evidence, even in this article, too much emphasis has been put on glass in a DRS – the tail continues to wag the dog! Glass only accounts for 16% of drink containers across the UK, according to the UK Government.

As Wales represents only around 4.6% of the UK population, glass containers in Wales represent less than 0.9% of the in-scope containers for the UK-wide DRS. One would expect, therefore, that there is very little focus on glass in the DRS!

With that in mind then, let’s turn back to the main event: the UK-wide DRS for cans and PET bottles.

Critical to its successful implementation is for all stakeholders to be supportive and pulling (or pushing) in the same direction. EfC has a mammoth task to implement across all four UK nations at the same time.

Brands, producers, retailers, hospitality, wholesalers, packaging suppliers, trade bodies, environmental groups, waste companies, local authorities, national government and everyone else involved need to be focused on implementing a successful solution to encourage consumers to return their used cans and PET bottles, and then to ensure the maximum amount of that is recycled back into new drink cans and bottles.

Only with clear plans and 100% commitment can consumers get behind such a plan. Certainty is the driving force here, and the UK Governments, with EfC, need to be aligned and act as one. The impression ‘out in the market’ is that we are not there right now.

By most accounts, EfC are doing a good job in scaling their own organisation and engaging with the DRS stakeholders. However, those that will be impacted by DRS and are not central to its functioning have been somewhat sidelined – such as some waste management organisations and most local authorities.

A well-designed and well-run DRS across the UK will be transformational, and all stakeholders should be looking at its impact over the next 10-20 years. The DRS impact will be far wider than short-term collection rates and litter.

Done right, it should change consumer behaviour and how they treat packaging – not simply as a way of getting the product to them in a convenient way, but as a resource that should be cherished and used as many times as possible before being destroyed.

I would encourage all impacted industries to find solutions to the inevitable challenges and changes that a DRS will bring, rather than fighting for their own corner. Let’s get into solution mode!

And, if I may, one last comment on glass! Let’s use the next five years to develop the best way to get glass reuse and recycling optimised, while not impacting or risking the success of the mainstream DRS on cans and PET.

Let retailers focus on cans and PET bottles, and support programmes working in parallel to develop the right solution for glass.

EPR is not a ‘recycling tax’, it’s integral to industrial strategy and a real opportunity to drive economic growth, John Twitchen writes.

The UK needs growth that creates skilled jobs, strengthens regional economies, and delivers better value for households and taxpayers.

Extended Producer Responsibility – or EPR – can help deliver it.

Too often, EPR is presented as little more than a way of making producers pay for recycling, but that seriously undersells its potential.

Well-designed EPR can encourage products that last longer, are easier to repair and safer to recycle. It can create dependable markets for recovered materials, unlock private investment and rebuild domestic capacity in manufacturing, repair, reuse, and remanufacturing – all clearly supporting the government’s ‘re-industrialisation of the UK’ aim.

EPR should be treated as part of the UK’s industrial strategy – not simply as a mechanism for paying waste and recycling bills.

The cost already exists

Critics frequently describe EPR as a ‘tax on consumers’, but the cost of dealing with discarded products already exists.

We all pay for it through council waste budgets, damaged recycling facilities, fire service call-outs, rising insurance premiums, environmental clean-ups, and the loss of valuable materials from the UK economy.

EPR does not create these costs. It moves them into the market responsible for the products – and gives producers an incentive to reduce waste, impacts, burdens and costs.

A durable, repairable, and recyclable product designed with end-of-life management considerations in mind should not attract the same fee as a short-life product that is difficult or dangerous to deal with. The costs should be different because the impacts are different.

That is where EPR becomes powerful. It can help rebalance the market from things that are cheap to buy towards products and services which offer good value over time.

From regulation to investment

The economic logic is straightforward:

• Clear rules create predictable producer funding.
• Predictable funding creates confidence to invest.
• Investment creates infrastructure, skills and jobs.
• Better infrastructure retains materials and value in the UK.

Businesses can invest in sorting equipment, repair centres, recycling plants and new technologies when there is a reliable market and a clear policy timetable. They are far less likely to invest when implementation dates keep slipping, rules of engagement change and revenues depend on volatile commodity prices.

The UK’s WEEE system already demonstrates this. Producer funding and treatment requirements have supported repeated investment in fridge recycling, display treatment, metals recovery, post-shred sorting and small electrical processing – and there’s more still to come.

The lesson is simple: create a dependable market framework, and industry will build the capacity to serve it.

Batteries: A burning issue

Batteries provide the clearest example of why reform is urgent. Not a week goes by without another report of a waste facility fire caused by, or suspected to have been caused by, a battery.

The current producer responsibility and collection system was designed largely around conventional portable batteries. It has not kept pace with the explosion of lithium-ion cells embedded in vapes, toys, power tools, personal electronics, e-bikes and countless low-cost devices.

Many cannot easily be removed. Consumers may not even realise a battery is present.

When these products enter household rubbish or mixed recycling, batteries can be crushed or punctured, triggering fires in bins, collection vehicles, transfer stations, recycling facilities and treatment plants.

The producer sells the product. The waste sector, councils, emergency services, insurers and taxpayers pick up the risk and the cost.

A modern battery EPR system should charge according to the real cost and risk of a product. Fees should reflect battery chemistry, removability, durability, repairability and fire risk. Leading industry figures are now supporting the call for a battery deposit return scheme, first set out in CIWM’s July 2024 report.

An updated EPR system for batteries should include:

• higher fees for unnecessarily embedded/non-removable batteries;
• deposit or similar return incentives, at the very least for high-risk products;
• producer funding for safe containers, storage and fire prevention;
• clear responsibilities for online marketplaces and overseas sellers;
• chemistry-specific collection and recovery targets;
• support for repair, refurbishment and safe second-life use; and
• better traceability for larger batteries.

This is not just about preventing fires. It is an industrial opportunity.

End-of-life batteries contain strategically important ‘critical raw materials’, including lithium, cobalt, nickel, copper, manganese and graphite. Recovering them domestically will support emerging domestic recycling specialists alongside skilled jobs, as well as strengthening supply chains and reducing dependence on imported raw materials.

Success should not be measured only in tonnes collected. It should include fires prevented, costs avoided, batteries reused, materials recovered and UK investment secured.

The social impact of batteries – the wrong waste in the wrong place – is currently a major negative cost. We have the opportunity to turn this into a major positive opportunity.

Textiles: From throwaway fast fashion to domestic industry

Textiles offer a second major opportunity.

Currently, the UK is literally importing tomorrow’s textile waste without any way of managing it.

The UK imports huge volumes of clothing while retaining relatively little capacity for domestic manufacture, repair, automated sorting or fibre-to-fibre recycling. The current system is on its knees, relying on charities and a dwindling number of private companies for textiles reuse and export.

Driven by fast fashion, volumes have risen dramatically while at the same time quality has plummeted. Export markets are being closed off. Complex blends, coatings, trims and short product lives make recovery harder. Producers currently face little direct financial consequence for placing low-quality or unrecyclable garments on the market.

A strong textiles EPR system should reward durability, repairability, reuse and recyclability. It should penalise unnecessarily complex, short-life products and transparently reinvest revenues in UK collection, sorting, repair and recycling infrastructure.

This is demonstrated by the EU scheme currently being implemented, alongside tightening requirements around eco-design.

Separate targets are essential. A single recycling target could pull wearable clothing away from reuse, even though reuse usually retains more value.

The system must also address exports. Genuine reuse exports can extend product life, but EPR should not subsidise the shipment of low-quality material that simply transfers waste-management costs overseas and out of sight.

Procurement creates demand

EPR can create a dependable supply of reusable products and recovered materials. But supply alone is not enough.

Public procurement can create the demand.

Government purchasing standards can favour durable products, repair services, refill and zero-waste solutions, recycled content and circular supply models, alongside wider social impacts including domestic manufacturing.

It can do this while demonstrating better value for money and wider benefits when fully costed. Long-term contracts can give investors confidence that a shift to servitisation will be supported, and that recovered materials will have a market.

EPR creates the supply, procurement creates the demand; together, they drive innovation, support industries and create opportunities.

What government can do

The Government should publish firm timetables for reforming batteries and WEEE, and for introducing textiles EPR. The immediate publication of the Circular Economy Growth Plan (CEGP) should support this.

• Fees must genuinely reward better design;
• schemes should fund the full cost of safe collection, communications, infrastructure, enforcement and innovation;
• targets should cover prevention, repair, reuse and remanufacturing – not just tonnes collected;
• online marketplace loopholes must be closed, as is being done across the EU;
• regional demonstrator projects should connect circular economy investment with local industrial strengths and technical skills; and
• success should be measured through investment, jobs, public costs avoided, product life extended and recovered materials returned to UK production.

EPR alone will not create a circular economy. But it can create the stable funding and market conditions needed to build one.

The objective is not to charge consumers more for the same ‘disposable’ economy, driven by cheap poor-quality products, and the polluter producers getting away without paying… rubbish in, rubbish out.

It is to create a better, value-for-money economy – one in which products last and are repairable and recyclable, materials remain valuable, risks are properly managed, and the resulting jobs, skills and investment stay in the UK to help drive the move towards re-industrialisation.

Fifteen designers have developed concepts to tackle vape fires, improve battery recovery and reduce product waste through a pilot programme funded by the Chartered Institution of Wastes Management (CIWM).

The Design Skills for Embedding Circularity programme paired designers with waste and resource specialists, before challenging them to apply their learning to problems set by Biffa and Decathlon.

A six-week design sprint, which ended in mid-July, produced proposals ranging from products designed for easier recycling to a digital platform connecting designers with waste management professionals.

Biffa’s briefs focused on fire risks from discarded vapes and the recovery of valuable components, particularly lithium batteries, from small electronic devices. Decathlon’s challenges covered festival tent waste, tennis ball waste and packaging for buy-back and resale schemes.

Among the participants, Jess Wright of Imperial Brands worked with Biffa on consumer research exploring how to encourage correct vape disposal and prevent fires. Designability’s Pippa Bridges investigated how product redesign could make batteries easier to detect and remove during waste recovery.

Abby Brazier developed a toothbrush design intended to prevent it being lost through holes in industrial sorting equipment. Jonathan Irawan proposed Mobius, a digital platform that would use real-world data to help designers and waste professionals exchange information and better understand material flows.

Pearson & Lloyd’s Luke Pearson and Rory Mullins explored local, decentralised waste systems, including the use of responsive 3D-printed products to meet community and environmental needs.

“A circular economy depends on bridging the gap between front-end product design and end-of-life resource recovery,” said Richard Hudson, CIWM’s technical manager and project lead for the programme.

“By putting professional designers directly onto facility floors alongside our sector’s waste and resource experts, this pilot has demonstrated the power of cross-sector collaboration.”

The wider pilot involved CIWM, URGE Collective, the Design Council, WRAP and CEI. Since January, participants had visited recycling plants, a paper mill, an energy-from-waste facility, landfill sites and reuse and remanufacturing operations, guided by circular economy specialist Sophie Thomas.

An accompanying online programme, curated by designer and impact strategist Alexie Sommer, covered topics including material innovation, recycling technology, circular business models and consumer behaviour.

URGE Collective is seeking funding partners for future editions of the programme.

Findings will be shared at an invitation-only symposium at the Design Museum in London on 12 November 2026.

Zero Waste Scotland is set to join NatureScot and the Scottish Environment Protection Agency (SEPA) in a new national environment body under plans announced in the Scottish Government’s Programme for Government.

Scottish Forestry could also become part of the organisation, which is intended to combine the expertise and key functions of the existing bodies while removing barriers and improving the impact of Scotland’s environmental work.

Consultation and stakeholder engagement are expected to begin in the autumn. The Scottish Government has indicated that the new body could be ready to begin operating by 2029.

In a message to stakeholders, Zero Waste Scotland said it supported the ambition to improve outcomes for people, nature and the economy and would play an active role in shaping the new organisation.

It also sought to reassure partners that its existing programmes would continue during the transition.

Chief executive Ciaran McGuigan said work continues “at pace” and with the full support of the Scottish Government.

I can assure all who support our collaborative work to build the circular economy that this work continues at pace and with the full support of the Scottish Government.

He said: “Zero Waste Scotland recognises and supports the principle of Public Service Reform in Scotland. Zero Waste Scotland has operated under that name since 2010, initially as the Scottish Government’s single zero-waste delivery programme managed by the UK-wide Waste and Resources Action Programme. It became an independent, not-for-profit organisation in 2014 and an executive non-departmental public body in 2024.

Today, it is Scotland’s dedicated circular-economy public body. It works with government, businesses, local authorities and communities to reduce the consumption of natural resources, prevent waste and keep products and materials in use for longer.

Its work includes producing research and evidence, advising ministers, bringing organisations together and supporting practical action on resource efficiency, reuse, recycling and behaviour change.

The organisation plays a central role in delivering Scotland’s wider circular-economy ambitions. The Scottish Government’s Circular Economy and Waste Route Map to 2030 contains 11 priority actions covering waste reduction and reuse, recycling reform, lower-carbon waste disposal and measures to strengthen the circular economy.

A separate Circular Economy Strategy for Scotland, published in March 2026, sets out a longer-term vision to 2045. It aims to move Scotland away from a “take, make and dispose” economy and initially focuses on the built environment, energy infrastructure, textiles, transport and food.

The strategy and route map are underpinned by the Circular Economy (Scotland) Act 2024, which provides powers to establish national targets and introduce further measures covering recycling, waste prevention and the sustainable use of materials.

ScottishPower has reported a 99.9% combined reuse and recycling rate for materials from the decommissioning of the original Hagshaw Hill wind farm in South Lanarkshire.

According to the company, a report compiled by Mott MacDonald found that 79.5% of the materials from the site’s 26 turbines and associated components were recycled and 20.4% reused.

Mott MacDonald said it reviewed project decommissioning data and interviewed stakeholders. ScottishPower did not publish or link the report, however, and no public copy had been located as of 1 September 2026.

The company’s website announcement does not disclose the total tonnage, whether the percentages were calculated by weight, the material inventory or infrastructure included, or the calculation and classification methods used. It also does not explain the difference between the reported 99.9% and 100%, although The Times separately reported, attributing the information to ScottishPower, that less than 0.1% of the turbine materials went to landfill.

It remains unclear from the published material whether the assessment included foundations, concrete, underground cables, access infrastructure, oils and electrical equipment, or any residues produced during recycling.

The absence of a material breakdown is significant because the chosen boundary can change the result substantially. A July 2026 government-commissioned study found that concrete was the dominant onshore-wind material when foundations were included. Separately, the government’s Onshore Wind Taskforce strategy says the readily recyclable steel tower comprises 70% of a turbine, although it does not state the measurement basis. Composite blades present a greater technical challenge.

A November 2024 presentation by European Metal Recycling described a Hagshaw Hill case study covering 24 turbines and 657 tonnes, reporting 97% recycling and 3% reuse. It also referred to 20 major and minor components recovered, but did not define the 657-tonne inventory or state explicitly how the percentages were calculated.

Those figures are not directly comparable with Mott MacDonald’s later 79.5% recycling and 20.4% reuse breakdown. ScottishPower says the latter relates to all 26 turbines and associated components, but its announcement gives no tonnage, material boundary or calculation basis. The EMR presentation also predated the subsequent processing of Hagshaw’s blades. The difference could therefore reflect scope, timing, denominator or classification rather than a change in performance.

Blades processed in Northern Ireland

ScottishPower said all the former turbines’ blades were processed by Lurgan-based Plaswire into a polymer intended for construction and engineering applications, including fencing, marker posts and drainage components.

In an earlier pilot involving Ørsted, rather than the Hagshaw project, Plaswire said blades were cleaned, shredded and granulated before being incorporated into its RX Polymer. The route uses the recovered material in products other than new turbine blades.

The cited releases do not provide the weight of the Hagshaw blades, the process yield, the volume of blade-processing residues or evidence that products containing Hagshaw-derived material have entered the market. ScottishPower said some other turbine components would be reused for industry training.

Hagshaw Hill began operating in 1995 and is identified by ScottishPower as Scotland’s first commercial onshore wind farm. Its original 26 turbines were dismantled in 2023 and replaced with 14 turbines providing more than 79MW of capacity, commonly rounded to 80MW.

ScottishPower said at least 10 companies in Scotland and elsewhere in the UK received contracts connected with the decommissioning. It previously reported that more than 100 jobs were supported across the combined decommissioning and repowering programme, rather than recycling alone.

Plaswire chief executive Andrew Billingsley said the company’s output was 50% higher this year after growing by 30% in the previous year, and that it expected to double its workforce over the next 12 months. The ScottishPower announcement gave neither current production tonnage nor current headcount, so the absolute scale of the proposed expansion cannot be determined from it.

The potential market is growing. The Onshore Wind Taskforce strategy predicts that decommissioning will peak in the late 2020s and throughout the 2030s at approximately 0.5GW to 1GW of capacity annually, with most of it in Scotland. ScottishPower separately said around 1GW of turbines in its own portfolio was due to be taken down over the coming decade.

The July 2026 government-commissioned study concluded that reuse and refurbishment generally retain more value than material recycling, while refurbishment offers the strongest employment benefits. It also identified limited UK recycling and processing infrastructure and weak business cases for some material streams as constraints on developing domestic capacity.

Publication of the Mott MacDonald report, including its material inventory, boundaries and calculation method, would allow the Hagshaw result to be assessed against those wider challenges.
